The Top, as it was officially called, opened in 1985, three years before Lito was elected governor of Cebu Province. Initially, it consisted of little more than stone-lined borders, wooden benches, and 2-story cogon grass huts arranged in a semicircle. Gov. Lito, a frustrated architect and artist, had the hill leveled to optimize the view and designed the unique geometric patterns of the grounds himself.
While many guests surely enjoyed climbing the bamboo ladders of the huts to sleep overnight, the management later decided that the facilities needed to be sturdier and more durable, and replaced them with the stone caverns and the famous "arches" most closely associated with the place nowadays. Patrons welcomed this iteration, and the caverns quickly became favorite barkada hangout spots for eating and drinking.
Apart from the iconic arches, Tops' bell has become a beloved symbol for both locals and tourists, who visit the landmark to make wishes for good luck, success, love, and various other aspirations in life. This tradition adds a unique charm to the site, with many visitors believing that ringing the bell while making a wish brings positive outcomes and cherished memories of their time at the scenic viewpoint.
As more visitors flocked to The Top, its official name fell into disuse, with locals preferring the shorter and snappier “TOPS". It was and still is a cultural quirk in Cebu to add “s” to words that didn’t have them (see, “Mo-inom ka’g Cokes?”). Gov. Lito insisted on correcting people to use “The Top”, but his efforts proved in vain as public transport drivers only recognized “TOPS".
After 37 years of operations, TOPS management entered into an all-new, all-Cebuano joint venture, spearheading a major redevelopment whose results you see today. Til' Then TOPS was an event that celebrated the landmark's temporary closure as it aims to be a bigger presence on the world map, with new and improved facilities, services, and retail options.
In the Asia Architecture Awards in 2023, TOPS was chosen as the "Best Commercial Building Architecture Design". Garnering the top spot amongst 1000 participants, TOPS aims to be a bigger presence on the world map, with new and improved facilities, services, and retail options, but never losing sight of what makes this place not just so iconic, but so beloved by the people.
Fast-forwarding to 2024, TOPS made a remarkable comeback. Now featuring expanded viewing spaces, a variety of restaurants, event spaces, and its signature 360-degree panoramic view that captures the beauty of the mountains, sea, and city. While preserving its historical arches and hexagonal flooring, this revitalized destination offers visitors a more enhanced experience, blending natural scenery with modern amenities.
